Historical Kemeraltı Construction Investment Trade Inc. (TARKEM), which has been founded in 2012 as a private-public sector collaboration model comprised of over 180 shareholders including İzmir Metropolitan Municipality, the Ministry of Culture and Tourism, the Governorship of İzmir, Konak Municipality, İzmir Chamber of Commerce, Aegean Region Chamber of Industry, İzmir Union of Chamber of Merchants and Craftsmen, İzmir Mercantile Exchange, Aegean Exporter Unions, İMEAK Chamber of Shipping, along with İzmir’s foremost business people, devises new strategies for the preservation, restoration and maintenance of the entire property, makes investments in line with these strategies, and conducts activities toward raising awareness on the total preservation of the site. TARKEM is planning to create a new business model in İzmir by preserving the historical values while creating a new business model. TARKEM is Turkey’s one of the most important examples of public-private sector partnership model.

Among TARKEM partners, there are many tradesmen and business people from Izmir who are devoted to the Historical Area and whose roots lie in this area. All partners act with the thought and philosophy of “Izmir has brought us a lot, now we must give it what we have gained.”

All partners of TARKEM have signed an ethical agreement in this context. Article 2.1 of this ethical agreement is as follows:

“We undertake to remain faithful to the historical values ​​of the region in order to protect the urban values ​​of Izmir and integrate them into the society.”
